Hackney cuts fly-tipping waste by 15% after enforcement blitz

Hackney Council has accelerated waste clearance operations, issued a greater number of penalties and reduced illegal disposal by commercial enterprises.

The local authority is reporting substantial progress following intensified efforts to combat fly-tipping throughout the borough.

Officers from the council’s behaviour change unit and fly-tipping enforcement division have collaborated with householders and businesses to prevent unlawful waste disposal and identify those responsible for such incidents.

Initial outcomes demonstrate measurable success, with a fifteen percent decrease in black sacks of refuse illegally deposited on principal roads by retail establishments between May and August 2026.

This reduction has generated savings exceeding £26,000 in disposal expenditure while maintaining pedestrian pathways in cleaner condition.

The council’s enforcement officers issued 805 Fixed Penalty Notices for waste-related violations during the April to August timeframe, representing a seventy-one percent increase compared with the equivalent period in the previous year.

These local achievements occur against a backdrop of rising fly-tipping figures nationally, with official data revealing 1.26 million incidents recorded by English local authorities during 2024/25, marking a nine percent rise from the preceding twelve-month period.

Despite a fifty-two percent surge in fly-tipping reports received by the council last year, reaching nearly 8,000 individual incidents, Hackney’s operational teams are now clearing illegally dumped waste 0.28 days more rapidly, reducing the typical clearance duration to 2.37 days.

The council has established a partnership with Keep Britain Tidy to support Fight Fly-tipping Fortnight, scheduled for 12-25 October 2026.

This year’s national initiative centres on alerting householders to criminal waste operators who utilise polished, professional internet advertisements to present themselves as legitimate enterprises before illegally disposing of rubbish entrusted to their care.

Residents engaging private contractors for bulky waste collection are advised to verify a carrier’s licence through official online channels or contact 0300 065 3000.

Zoë Garbett, Mayor of Hackney, stated that residents deserved to experience streets free from accumulated refuse, a concern frequently raised during community engagement.

The authority’s enhanced emphasis on prevention and enforcement was already demonstrating tangible outcomes, with operational staff clearing waste more efficiently and addressing conduct that contributed to illegal disposal.

However, enforcement alone represented only one component of the solution, which was why collaboration with residents and businesses continued while urging the Greater London Authority and central government to increase support for local authorities tackling this issue.

Households may arrange bulky waste collections through the council’s dedicated web portal or by dialling 020 8356 6688.

Individuals observing fly-tipping activity are encouraged to report such incidents to enable the council to take appropriate action and maintain Hackney’s cleanliness for all residents.
